For years, the corner of Victoria Road and Darling Street has held the eyesore remains of the Tigers former club site, now the area will be transformed with construction set to start in mid-2023.
Esteemed architecture practice, Scott Carver has unveiled its vision for the former Balmain Leagues Club site to be delivered as a vibrant, mixed-use precinct, centred by a new village square, series of laneways and major retail precinct at its heart.
Scott Carver Principal, Thomas Hansen describes the architectural vision of Rozelle Village, “The Balmain Leagues Club redevelopment presents a unique opportunity to transform a historically significant site into a cultural and community focused place for residents and locals to live, work, and play.
The project is a true mixed-use precinct comprising high-end residential apartments, a new Wests Ashfield Leagues Club, supermarket, commercial and community spaces, and a food and beverage precinct spilling onto a central public plaza that is connected to the sites three frontages of Victoria Road, Darling and Waterloo Streets via a network of laneways.
The innovative public domain and retail offerings integrate a variety of uses that connect back to the Rozelle neighbourhood, giving residents the opportunity to live above active public spaces whilst also enjoying panoramic views over the Balmain Peninsula and Sydney Harbour.”
“The Rozelle Village development is a contemporary yet timeless precinct that is contextually linked to the unique local character of Rozelle and Balmain. This is realised through a series of cascading terraced brickwork buildings, clustered around a public plaza and village square, that collectively respond to the scale and texture of each urban condition that the site fronts.
The podium forms define a network of laneway scale pedestrian links and colonnades that draw people through the ground plane and into the central plaza. The ordered façades incorporate both rounded and flat red brick archwork geometry complemented with corbelled brick detailing that is reflected among many notable buildings in the surrounding fabric.

Founding Director of Retail Strategy Group, Angela Bonnefin says the local Balmain/Rozelle community’s needs were first and foremost in her design strategy for the retail precinct of Rozelle Village, the redevelopment of the former Balmain Leagues Club located at 138-152 Victoria Road in Sydney’s much-loved inner west suburb.
“The retail vision for Rozelle Village is to create a family-friendly, vibrant and conceptual lifestyle precinct,” she said.
“Rozelle Village is all about community and connection and will be curated to suit the needs and lifestyles of the local residents. From freshly roasted coffee and pastries, through to night time wine bars and restaurants, the Village will feature a range of bespoke style specialty stores with a focus on independent, quality retail concepts and brands.
“It will also be anchored by a full-line supermarket – the first for the area, leagues club hospitality and entertainment, and the ground floor marketplace of casual dining, retail and fine-grain laneways,” she said.
“We have created a series of retail laneways, what we believe are the first for the inner-west, accessing the precinct from Victoria Road and Darling Street that open to the most beautiful piazza with lush landscaped gardens and a place for locals to catch up with friends and neighbours.’
A new Wests Ashfield Leagues Club will return to the site, and will feature several bars, restaurant and dining spaces with terrace dining, gaming lounge and dedicated sport bar. There will be kids play areas, and a family-friendly theme throughout.
Construction is planned to commence in mid-2023 with completion due by early 2026. The apartments will launch to market later this year with significant demand expected in the iconic site which has been derelict and closed to the community for more than 10 years.
